He serves as an expert and advisor to municipal financing of charter school facilities and is a regular advisor to certain municipal bond transactions nationwide. This level of exposure to a broad range of charter school operations provides a unique perspective and an array of data from which to assess the financial efficiency of any charter school operation.
Joel specializes in financial turnarounds and sustainability, implementing an exclusive blend of budget modeling, cash management, capital planning, and building positive earnings through better management of resources. He has a proven track record of turning schools that are in financial trouble into highly stainable charter schools in less than three years.

Sarah Rabbani is a distinguished program management professional with a proven track record in enhancing operational efficiency and client engagement across multiple industries, including education. With extensive experience in product development and advertising, she expertly leads the development and implementation of strategic processes at FUSE, including client onboarding and project management.
Before coming to FUSE, Sarah served as Associate Director of Product at GroupM, WPP, where she led the development of proprietary advertising software, focusing on cross-functional collaboration, data-analysis and strategic roadmap execution. Additionally, her role at Arizona State University’s Mary Lou Fulton Teachers College (MLFTC) enhanced her expertise in educational program management and client service frameworks, directly aligning with her current work at FUSE.
